Ustawy o planowaniu przestrzennym z lat 1994 i 2003 zniosły obowiązek sporządzania planów miejscowych, więc 3/4 terytorium Polski zabudowywane jest bez planu. Zastępują go ułomne i korupcjogenne „Decyzje o warunkach zabudowy”. W roku 2014 zlikwidowane zostały uprawnienia urbanistyczne i samorząd zawodowy Izba Urbanistów. Środowiska profesjonalistów pozbawione zostały podstawowych narzędzi. Od roku 2015 indywidualne budownictwo mieszkaniowe i rekreacyjne może powstawać bez pozwolenia na budowę. Ta liberalizacja objawia się intensyfikacją zabudowy wokół „magnesów” krajobrazowych. Jakość krajobrazu stała się ofiarą politycznego populizmu. Co takiego wydarzyło się w transformacji rozpoczętej w roku 1989, że społeczeństwo nie podąża za głosem profesjonalistów i elit intelektualnych, a władza bezkrytycznie schlebia upodobaniom wyborców? Czy ceną demokracji i gospodarki wolnorynkowej musi być psucie jakości estetycznej wspólnego dobra? Bez odpowiedzi na to nie potrafimy podjąć skutecznej ochrony i poprawy krajobrazu, jako narodowego dziedzictwa.
Selected issues of immovable monuments in planning documents, The work concerns selected issues of immovable monuments in planning documents of the communes: Bielice, Gryfino, Kołbaskowo, Stare Czarnowo i Widuchowa. The proceedings aimed at comparison of heritage and cultural landscape contents in: studies of conditions and directions of communes spatial development, the register of the National Heritage Board of Poland and the Spatial Development Plan of the Westpomeranian Region. This allowed to show inconcistencies in the aspect of cultural heritage in planning documents and to indicate good practices in the proces of caring for material cultural heritage.
The text deals with the issue of “historical biography”. It aims to reconstruct the key concepts connected with the biographical publishing series “The Legacies of the progressive personalities of our past”. The text answers the question what conceptual framework surrounded and legitimised the edition.
This article concerns church monuments, which are part of the cultural heritage of Dukla. This is a town with medieval origins, located within the Podkarpackie Voivodeship, in the Krosno district. In the past it was an important centre of commerce on the Hungarian Route. Merchant traditions in Dukla are mainly associated with trade and storage of wine, which was kept in the cellars under the main market square in Dukla. Because of the rank, which the town used to have in the past, it can boast numerous monuments including objects associated with the administrative, commercial and economic functions of the town, as well as — or perhaps primarily — sacred objects. Among the latter, one has to mention firstly the parish church of St Mary Magdalene, the church and monastery complex of the Bernardine Order, and the synagogue of the Jewish community, that once used to live in Dukla. Those objects, their cultural value and issues related to their protection constitute the subject of this study.
The authenticity of the historical garden, as defined by the Florence Charter, is conducive to its broad interpretation. In the era of the present crisis of conservation values, the identification of criteria helpful in an objective assessment of the authenticity of both historical and historising forms of greenery is required.
On the example of the restoration’s solutions in the gardens at Wilanów and the condition of selected elements of the urban greenery in Warsaw, it is possible to verify the model of valorization of factors determining the vegetation’s authenticity proposed by the author of the article. This model also allows to emphasize the features determining the role of royal gardens in Wilanów in maintaining the historical horticultural values of modern Warsaw.
W artykule poruszam problem dziedzictwa bizantyjskiego na Rusi w kontekście opinii XIX- i XX-wiecznych filozofów rosyjskich, głównie (neo)słowianofi-lów i (neo)okcydentalistów, m.in. Aleksego Chomiakowa, Iwana Kiriejewskiego, Pawła Florenskiego, Gieorgija Fłorowskiego, Konstantina Leontjewa, Gustawa Szpeta i Borysa Jakowienki. Pokazuję sprzeczności interpretacyjne, jakie pojawiają się w pismach tych myślicieli na temat ich własnej tradycji intelektualnej. W konkluzji staram się odpowiedzieć na pytanie, dlaczego problem „bizantynizacji Rusi” (lub też jej braku) wywołuje kontrowersje wśród rosyjskiej elity intelektualnej.
The subject-matter of the article is the lost cultural heritage of the Jewish minority in Przemyśl and the present-day development of the historic quarter. In the article, the question of revitalization of this part of Przemyśl is outlined. The significant part of the research is the an alysis of maps and historical plans by means of indicating changes and comparison to the current outline of the city. In the last chapter of the article, the characteristics of Jewish houses based on the study on the discovered fragments of walls was conducted.
W tekście przyglądam się specyfice turystyki kulinarnej w południowo-meksykańskim stanie Oaxaca. Rozważam ją jako przestrzeń działania pozornie przeciwstawnych procesów związanych z (re)produkowaniem lokalnej i narodowej tożsamości kulturowej oraz z intensywną globalizacją. Współzależności te badam na etnograficznym przykładzie jednego z objazdów kulinarnych, w których uczestniczyłam w 2015 roku. Stanowił on część długotrwałych, wielostanowiskowych badań terenowych w Oaxace przeprowadzonych w latach 2011–2017, uzupełnionych interpretacją źródeł zastanych. Analizuję tortilla tour w szerszym kontekście jedzenio-obrazów (foodscapes), czyli przepływu pożywienia, ludzi i wyobrażeń na temat praktyk jedzeniowych (foodways) w transnarodowym społeczeństwie konsumpcyjnym. Przyglądam się także strategiom wytwarzania dziedzictwa kulinarnego na potrzeby turystyki kulturowej, która w założeniu ma prowadzić do stymulowania rozwoju społecznego i ekonomicznego wzrostu regionu.
The study addresses the challenges facing the law of the sea. Although UNCLOS is rightly described as a constitution of the law of the sea, it does not and cannot give answers to all problems and doubts that arise in practice and that are related to global warming, protection of biodiversity, legal status of genetic resources, controversy concerning shipping, delimitation of areas or the protection of underwater cultural heritage. Hence the question arises, what the ways and means of further development of the law of the sea are. Undoubtedly, one of the possibilities is to develop implementation agreements, of which the third devoted to the protection and sustainable use of marine biodiversity outside national jurisdiction is the subject of an international conference convened by the General Assembly, whose resolutions in the area of the law of the sea play an important role. Undoubtedly, also the importance of the organization of the United Nations system, such as the IMO, FAO, UNESCO, UNEP is significant. There is also the possibility of accepting agreements addressing the issues left by UNCLOS without solution or definition. Not without significance is the soft law and the practice of states as well as the position of the organs appointed by UNCLOS.
