Abstract

The article presents the development of industrial cities: Zabrze, Bytom and Gliwice regarding the background of historical changes, the influence of endogenous and exogenous factors. The development of these cities was connected with trade, hard coal mining and heavy industry. These cities were interconnected administratively, communicatively and economically. They changed their nationality and joined other towns. The different concepts of authorities regarding urban spaces and the profile of a given city were implemented. The influence of various factors, taking place even historically distant time, related to the city’s development concepts and shaping their centers, has become one of the challenges that cities are trying to meet. The activity of various entities in the city center is a measure of the attractiveness of the city itself. Examples of cities: Zabrze, Bytom and Gliwice show the diff erence in the situation in which each of these cities is located.

Abstract

The article reviews the integrated territorial investments carried out in the Opolskie Voivodeship in the financial perspective 2014-2020. The object of the analysis was the Opole Agglomeration as the only of five functional areas of the Opolskie Voivodeship, where beneficiaries of funds from European Funds are located within this investment policy development policy.

Abstract

In the article, mathematical modeling methods are used to study the main trends and macroeconomic determinants of the electric car market development in 2011–2018 on the example of the US. The determinants include economic (GDP), socio-economic (household income), energy (electricity use), and environmental (СО2 emissions) factors. The authors justify the role of electric transport in strengthening national energy security due to the transition to renewable energy technologies and the reduction of fossil fuel use. Based on the constructed linear regression equations, a weak relationship has been revealed between the number of electric vehicles sold and the environmental factor, which can be explained by the small share of electric cars in the US market. The formed multifactor linear model showed a positive impact of both the country’s GDP growth and electricity consumption increase on the number of electric vehicles sold. However, the rise in household incomes negatively influences market development due to insufficient consumer awareness of the electric transport operation benefits, an underdeveloped network of electric vehicle charging stations, etc. Based on the obtained multifactor model, the authors have built optimistic, optimal and pessimistic scenarios for the US electric vehicle market deployment for the next five years. In order to implement the most favorable scenarios, recommendations for market development factors’ management have been made. The results of the study can be used to improve public policy in the US transport and energy sectors, as well as in other countries to optimize the fuel and energy balance, strengthen the energy independence of states by developing clean transport and adapting the model to national specifics.

Abstract

The paper indicates the signifi cance of the development policy territorialization for an enhancing competitiveness of cities and regions. The characteristics of such a policy allow revealing of the nature of territorial instruments. The authors, referring to their consulting practice and the research work done for the Ministry of Development, frame their recommendations. Those recommendations constitute the guidelines for amendment of territorial instruments in the context of National Regional Development Strategy actualization.

Abstract

Demographic challenges of regional development of Poland. The goals of the article are dichotomous. First of all, it is the recognition of the main problems of regional development in Poland, resulting from the current and forecast demographic and settlement situation, including depopulation and population aging. An increasing mismatch between jobs, housing, education and services, increasingly scattered and inefficient settlement and inefficiency of the administrative and territorial system in terms of income and expenditure balancing and ensuring an adequate standard of services resulting from the administrative hierarchization of the settlement network, territorial delimitation and spatial accessibility have been identified. Then, in the second place, an attempt was made to formulate remedial measures related mainly to the optimization of spatial development and stimulation of innovative economic growth based in particular on endogenous poles of growth. In the article, among others the results of the author’s research and analyzes were used, which were carried out for practical purposes for government diagnostic and strategic documents in the years 2000–2017 [incl. “Report of the spatial development of Poland”, “Concept of Spatial Development of Poland 2030”, “National Strategy for Regional Development 2010–2020”, delimitation of “State Intervention Strategic Areas: Growth Areas and Problem Areas” and “Responsible Development Strategy”].

Abstract

The article concerns issues related to need of the introduction of protection prognostic areas, prospective resources pursuant to the new regulations of integrated development and space management in Poland. The article discuss the issues of actual and crucial documents and it also contains some critic and detailed analysis of the documents such as: the Responsible Development Strategy (SOR), Integrated National Development Strategy (ZSRK), Poland Integrated Development Strategy (SZRP). Author also analyzes whether the level of the implementation with the provisions motioned above is compliant with work in the committees reviewing issues in accordance with the work of the inter-ministerial teams for the updating and monitoring the strategy of development, set up at the Coordination Committee for Development Policy. The article indicates, among others, the increase of the legislative risk for the geological-mining or energy industry, the commodity sector. The risk may affect the crucial matters for the industry (functional areas, ICPs, the basis of their recognition in planning documents – taken into consideration as an element in the integrated management system of development). After all the analysis of the current provision, the article contains the summary with the main conclusions.

Abstract

Rural development policy of Agricultural Property Stock (APS) of the State Treasury in Poland is run by the National Support Centre for Agriculture (until 31.08.2017 Agricultural Property Agency). In the article, on the example of the Braniewo municipality, the size and spatial distribution of land transferred from the Agricultural Property Stock (APS) of the State Treasury to the municipality was analysed. One of the most important goals associated with this was activities related to social aspects, often part of the revitalization and renewal of the rural areas. After Poland's accession to the Euro-pean Union, it was possible to obtain subsidies that allowed the rural population to apply for financing projects, such as: road construction, creating school playgrounds or socio-cultural facilities. Authors also analysed examples of good practic-es in this area in the municipality of Braniewo, as a recommendation for other municipalities. Attempts have also been made to indicate the role of the National Support Centre for Agriculture in the transformation of the Polish countryside, with particular emphasis on the areas of former State Agricultural Farms.

Abstract

This article addresses the issue of the role of regions, big cities and urban areas in the socio-economic and spatial development trends in the EU as well Poland shaped through – and in connection with the process of globalization and functioning of the Common Market. The analysis of the situation and trends is prepared on the basis of the recent reports and data presented by the EC and OECD and – in case of Poland – Ministry of Investment and Economic Development as well Main Statistical Offi ce. Against this background with the reference to other research work published recently and his own experience the Author formulates a number of proposals for modification of territorially sensitive socio-economic policy in Poland (at national, regional as well urban level).
